Has devolution worked in Scotland?

The Queen is marking 10 years of Scottish devolution by visiting the Holyrood parliament. What difference has it made?

The parliament became a reality on 1 July 1999 when it formally gained the powers to make laws.

Since then, it has voted for policies including a smoking ban, free personal care for the elderly and land reform.

The Queen is addressing MSPs and meeting more than 100 children born on the day the new Scottish Parliament received its powers.

According to the Office of National Statistics, The Scottish received over £400 more PER PERSON last near for NHS and Social care than English . Welsh received £200 more than the English. Yet, they both put less in the pot. The difference is rising by 12% per year.

Intrestingly though, The English have a longer life expectancy than the Scottish.

Sounds like a bit of a waste to me!

Scottish MSPs who deliberately stayed away showed a level of bad manners and ignorance not appropriate for an MSP.

Maybe it is time to remove 'Scottish Rulers' from the Palace of Westminster'. I am half Scottish but was taught how to behave.

You have bought the SNP line in your statement that the Scottish Parliament has 'reconvened' after being adjourned under the Acts of Union. This is not the case. Under the Acts and Treaty of Union BOTH the English and Scottish Parliaments were abolished and replaced by a new Parliament for the United Kingdom of Great Britain. The UK Parliament has devolved certain limited powers to a new Scottish assembly. Otherwise the Treaty would be broken and the English Parliament would also be 'reconvened'

You must be looking forward to moving back, if you lot think you're staying here when you get your beloved independence think again.
The English man in the street would love to vote 'yes' for your independence and will happily help you pack your bags.
It's payback time for the venom heaped on us from Scotland for years.

Toy be honest most Scots DON'T want independence. It's only the loud, mouthy, annoying ones that want it and to be honest most of them really haven't thought it through. There are a lot of practicalities to consider, and to be honest seperating from the union would hurt both sides. Very much like cutting off your nose to spite your face.

Wasn't it a Scot who came down here and decided to rule England and Scotland together (ie James I/VI)?? I think the Scottish need to pipe down with their criticism of England and read their history books.

We were a nation before the existence of England, and we will still be a nation when England are absorbed into the EU with the help of your politicians. If you want a parliament vote for a party that will give you one and stop blaming the Scots.

It probably has been a sucess esp for the British people who live under its rule. As for independance, it would be ridiculous, for a start 'the scots' don't exist there are far to many people born in england or decended from people born in Eng in Scot and vice versa. Second, look at the world, The US, China, India are made up culturally diverse regions, and yet because they are united they are far stronger than they ever could be individually. There is strength in unity, just look at our past.

There isn't a toll tax to enter Wales, the toll is to pay for using the Severn Bridge.
There are plenty of other ways to get into Wales without paying this but if you want to use the bridge, you have to pay the toll.

Some English people appear to have some very strange misconceptions about issues regarding Wales, Scotland & Northern Ireland.

It would have worked even better if England had been treated to the same level of regional democracy as the Scots, Welsh and even the Irish. The Scots have proven it's possible so it's now way past time that the English were given the same opportunity.

Sure it has, free prescriptions, free further education, not doubt all at the English tax payers expense, and they get to vote in Westminster when Westminster MP's can't vote there!

There are very many English people living in Scotland now & they are very welcome, most seem very happy with their choice.

Embittered English should visit & see for themselves.

Another Scot milking England If it wasnt for England wheres your job? Scots pay tax, well durrrr but their are under 10 million of you how is that going to pay for your free health, schools etc, you seem to need to "get a clue". Devolution has been good for Scot but your independance would be good for the rest of the union. Cant happen quick enough, time for you to go.

Oh Yes I would say devolution has worked very well in Scotland especially as the English taxpayer is still funding every man, woman and child who lives there to the tune of £2200 per year each via the Barnett formula.

I long for the day the Scots go for full independence (end of the labour party in England for a start) and please do not go on about how we English stole your oil revenue; this was done by the BRITISH government who at the moment is mostly made up of Scotsman.
